At this point, opening it, you will find yourself a sort of cape with a hole in the center. Take the measurements of this circle and then measure a 10 cm line on another piece of fabric between the remaining one.

Cut the rectangular piece made from the excess fabric, folding it in half on itself and then placing it all around the circumference of the central hole.

With the help of a sewing machine, make a special seam on the upper and lower edges, and then block the rectangular strip folded all around the circumference of the circle, by applying tweezers. So you can then sew it using the sewing machine, leaving one side open, because you will need it to introduce a white elastic of the same length as the central opening.

Once this step has been carried out, you will have to pass it entirely under the sewing machine, to create a perfect seam that will keep the elastic strip in place.

At this point you will use a long strip of black lace, which you can place on the lower edge, so as to apply it by sewing always done with the sewing machine, all around this wider edge placed in the lower part of the fabric.

For example, in this case you could add two strips of black fabric with buttons applied on top, so as to simulate the openings of two pockets. While the side with the elastic will serve to keep the skirt in place, thanks to its presence.
