On the floods, the green light is given directly from the Chamber of Deputies today. The government received the confidence with the approval of the decree in Montecitorio with 172 votes in favor, none against and 97 abstentions. Now the bill goes to the Senate.

The decree requires urgent interventions to deal with the emergency caused by the flooding events that began last May 1.
Important changes are envisaged in the new decree. It starts, for example, with the Extraordinary Commissioner, then comes to the reconstruction and suspension of tax and contribution payments.

As for the extraordinary commissioner for reconstruction, the appointment takes place by decree of the President of the Republic, on the proposal of the Prime Minister with a resolution of the Council of Ministers. The CDM for the role, for now has indicated only one name, namely Francesco Paolo Figliuolo. The fee is made up of a fixed part and then a variable part. The fixed part does not go beyond 50 thousand euros per year. The variable part, on the other hand, is related to the achievement of certain objectives and the timing of the implementation of the interventions that must be absolutely respected.

The Extraordinary Commissioner himself, by means of ordinances, must provide for the establishment and regulation of the functioning of the structure aimed at supporting everything and operates until the date of termination of the office.
Tax payments, obligations, etc. suspended
With the decree, the terms that are due to expire in the period from 1 May to 31 August 2023 are suspended, the same thing applies to tax payments, for obligations and for payments of social security and welfare contributions. The same rule also applies to the payment of withholdings, to withholdings on regional and municipal surcharges.
As for suspended payments, these are not subject to the application of penalties and interest, they must be paid in a single solution by 20 November 2023. Then the payments, tax and otherwise, that have to do with the payment bills are also suspended. This includes deeds that expire in the period from 1 May to 31 August 2023.
What changes for schools
To conclude, measures are established to support state and private educational institutions, including the “Extraordinary Fund to Support Educational Continuity”, which provides 20 million euros for the whole of 2023 to allow the timely resumption of normal teaching activities in both state and private educational institutions.
